劳动力成本上升对地区产业结构调整与产 业转移的影响 余壮雄，陈亮* 5 （暨南大学产业经济研究院,广州 510632 ) 摘要：21 世纪以来，全球性的产业转移已经成为世界经济发展无法阻挡的趋势之一。在此 形势下，我国在承接国际大规模的产业转移的同时，国内也涌现了很多大规模产业转移的现 10 象。近年来，我国劳动力成本不断上升，诱发了我国的产业转移和地区产业结构调整。本文 运用 1998 年-2007 年的全国各省280 多个城市的行业数据，对我国劳动力成本上升对城市 产业结构调整和地区产业转移两个方面的影响进行了实证研究。实证结果表明：城市的劳动 力成本提高，城市内部劳动密集型产业比重会下降，资本密集型产业的比重会提高，从而促 进城市内部的产业结构调整；东部城市的劳动力成本提高会使得其转移一部分劳动密集型产 15 业到中西部城市；大城市的劳动力成本提高会使得其转移一部分劳动密集型产业到小城市。 因此，应该合理引导我国劳动力在城乡之间、东中西地区之间、区域内大小城市和跨区域大 小城市之间的流动，合理引导产业转移，以促进地区产业结构调整。 关键词：产业转移；产业结构调整；劳动力成本 中图分类号：F062.9 20 The impact of labor cost rising on regional industrial structure adjustment and industrial transfer Yu Zhuangxiong, Chen Liang (Insititute of Industrial Economics,Jinan University,Guangzhou 510632) 25 Abstract: Since the 21st century, the global industrial transfer has become the inexorable trend of world economic development. In this situation, while our country is undertaking the international industrial transfer, domestic also emerged many large-scale industrial transfer phenomenon. In recent years, Chinas labor costs is rising, inducing the transfer of industry and the area industrial structure adjustment of our country. This paper uses industry data from 1998 to 2007 about 30 national provinces more than 280 cities carrying on the empirical research on two aspects of the influence of rising labor costs in China to the urban industrial structure adjustment and regional industrial transfer. The empirical results show that while the citys labor costs rise, the proportion of labor-intensive industries in cities will decline, the proportion of capital-intensive in
