市住房租赁发展中政府责任问题研究.pdf

摘 要 党的十九大报告明确提出,坚持房子是用来住的、不是用来炒的定位,要 加快建立多主体供给、多渠道保障、租购并举的住房制度,让全体人民住有所 居。2016 年,国务院办公厅发布《关于加快培育和发展住房租赁市场的若干意 见》,提出加快构建租购并举的住房体系,鼓励发展现代住房租赁产业。在加快 发展住房租赁过程中,地方政府需承担相关责任,诸如供给保障、宏观调控、 监督管理及强化执行等责任。虽然为进一步解决困难群众住房问题,L 市地方 政府积极发展和培育住房租赁产业,但在住房租赁发展过程中,其政府责任的 履行仍然存在一些问题,比如:L 市政府缺少对发展住房租赁的总体设计规划、 住房租赁发展中政府执行政策不连续以及住房租赁市场运行中政府缺乏有效监 管等等。产生的原因主要有:财力不足且唯“GDP ”论造成L 市政府对土地财 政过于依赖、L 市政府价值取向存在偏差且对发展住房租赁重视程度不够、政 府行政问责机制不健全以及执行力有待提升等。建议从进一步加强政府在住房 租赁领域的宏观调控,培育和发展专业化、规模化的住房租赁供给体系,建立 健全住房租赁领域公共管理责任机制等几个方面进行完善。 该论文有参考文献83 篇。 关键词:住房制度;住房保障;住房租赁;政府责任 I Abstract The report to the 19th national congress of the communist party of China made it clear: Insist that the house is for living, not for frying , We will move faster to put in place a housing system in which multiple entities provide housing and multiple channels support both renting and purchasing, To house all the people.
