科层产生的原因分析 摘要：虽然科层制已经被证明是与现代工业社会相适应的一种组织形式， 但在长期的发展过 程中科层制也出现了一些问题和弊端， 许多新的组织理论的出现试图取代科层制而建立一种 新的组织模式， 对官僚制的评论甚至怀疑一直没有停息过。 随着现代社会的快速发展， 人们 对科层制在不断变化的社会条件下出现的种种弊端越来越关注， 甚至于试图将其废止。 但是 实际上科层却仍旧存在， 而且这种存在的持续时间很长。 本文从韦伯对科层的理论论述以及 福利经济学的原理等来分析科层产生及存在的原因。 关键词： 科层 Abstract: Although the bureaucracy has been shown to be associated with the modern industrial society to adapt to the form of a kind of organization, but in the long-term development process bureaucracy also has some questions and the malpractice, many new organization theory has attempted to replace the bureaucracy theory and to est
