论新时期中国少数民族地区政治文化研究：原则、方法与重点 【摘 要】民族地区政治文化是推进民族治理进程的重要视阈。民族地区政治文化的研究价值集中体现在其对于政治发展、政治稳定、政治认同与政治团结的促进作用上。虑及民族地区政治文化变迁的历史与现实，这一研究应秉持客观性、承继性与多元性三项原则。从宏观、中观与微观三层次来看，民族地区政治文化研究的指导方法应为马克思主义的研究方法，理论范式应为“体系、过程与政策”范式、“精英—大众”范式与“融合—冲突”范式，并应通过挖掘文本资源来进行规范研究，通过政治心理层面的访查来进行实证研究。最后，民族地区政治文化研究的重点应放置于民族地区传统政治文化资源、现有政治文化结构、政治文化与意识形态的关系以及政治文化与现有政治制度的契合四个方面。 【关键词】民族政治文化；民主政治；区域治理；多元文化 【作 者】邵腾，中南大学哲学专业博士研究生。长沙，410083；张英魁，曲阜师范大学教授，法学博士。山东日照，276826 【中图分类号】D0-05 【文献标识码】A 【文章编号】1004-454X（2015）06-023-011 Abstract： Political culture of ethnic minority regions is an important field in the promotion of governance of ethnic minorities. The study values on political culture of ethnic minority regions are mainly expressed in terms of political development， political stability， political identification and political unity. Considering the history and reality of the change of political culture in ethnic minority regions， this study ought to follow the principles of objectivity， continuity and diversity. Seen from the macro， the middle and micro scope of views， the guiding method of political culture studies of ethnic minority regions is Marxist methodology， its theoretical paradigms should be the ones of the “system， processes and policies”， the “elite-mass” and the “fusion-inflict”， and the normative study should be carried out through the excavation of text resource as well as the empirical study should be carried out through investigation in political psychology. Eventually， the emphasis of political culture of ethnic minority regions should be placed in the following aspects， namely， the traditional political cultural resources， the existing structure of political culture， the relationship between political culture and ideology， and the coincidence of political culture and the existing political system.
