We establish a short run model and a long run model of ecosystem service evaluation respectively, and incorporate the environmental cost into the cost benefit analysis. The models are applied to land development projects of varying sizes for examination and analysis. In the short run model, we adopt the replacement cost method to measure the current impact of the land development project on the environment. After obtaining the monetary value of the environmental cost, we add it to the cost benefit analysis. In the long run model, we develop the meaning of the environmental cost from the economic value of short run replacement cost to the cost of three aspects: impact on the quality of human life, the impact on the sustainable development of future generations and the impact on the whole natural ecosystem.
