第6卷第6期 2010 年 12 月 中国安全生产科学技术 Jour nal of Sa fety Science and Techno l o gy V o. l 6No . 6 Dec . 2010 文章编号 :1673-193X (2010 -06-0023-07 危险化学品企业外部安全防护距离标准制订探讨 师立晨 1 高建明 1 吴 斌 2 (1. 中国安全生产科学研究院 , 北京 100012 (2. 中国石油天然气股份有限公司唐山液化天然气 项目经理部 , 北京 100101 摘 要 :目前缺乏专门危险化学品 企业外部 安全防 护距离 的标准 , 导致 在具体监管实 践中遇 到很 多问题。本文通过分析目前我国有关 外部安 全防护 距离的 相关法规 及标准 , 对外 部距离、 防 火间 距、 安全距离、 卫生防护距离和大气环境防护距离等外部防 护距离 , 从概念来源 、 应用 范围、 防护距 离的起止点、 防护目标、 标准提出和使用部门等方面进行分 析、 比较。 又针对外部 安全防护 距离概 念的模糊性 , 行业专门的标准少 , 覆盖性不够 , 对于防 护目标范围不 足、 含 义不够明确 , 不同标准之 间存在相互冲突 , 定量方 法确定 防护 距离比 较缺 乏问题 等现 有相 关标准 存在 的问题 进行 分析 讨 论 , 并就将来制订标准过程中需要 注意的问题给出相关建议。 关键词 :危险化学品 ; 安全防护距离 ; 防护目 标 ; 标准 中图分类号 :X 937 文献 标识码 :A D iscuss of drafting standard of external safety protection distance for dangerous che m ical enterprises S H I L i chen 1 GAO Jian m in 1 WU B in 2 (1.
