PAGE PAGE 27 PAGE PAGE 1 摘 要：智慧城市是当前国家新型城镇化，信息化的重要战略，在此背景下，准确掌握智慧城市发展的实际需求，创建出完善的智慧城市指标评估体系并制定出切合实际的建设目标，成为了目前创建智慧城市亟需解决的问题。本文运用文献回顾法对智慧城市相关文献进行了梳理，首先对智慧城市的含义进行了阐述，而后梳理并总结了国内外有关智慧城市的研究成果，组成了此次研究的理论依据。在对前人的研究成果进行借鉴的基础上创建了完善的智慧城市指标评估体系，为验证创建评估体系的重要程度使用了模糊德尔菲法，在得出专家学者共识结果之后，选取上海作为实证案例，并对上海现有的智慧城市评价体系进行研究，通过对研究结果的讨论，进一步从特色与优势产业，城市治理模式与能力，城市开放数据等方面提出了相应的建议，从而促进上海智慧城市的高效发展。 关键词：智慧城市，评价体系，上海，模糊德尔菲 Abstract：Smart cities are an important national strategy for new urbanization and informatization.
