发达国家金融监管的经验和做法对中国的启示 摘　要 金融危机的发生让很多国家重新认识到金融监管的重要性。随着市场经 济的发展壮大，金融监管在企业或单位的经营发展过程中开始发挥越来越重 要的作用，尽管中国现阶段对金融监管的认识有了一定的提高，但在实际中 操作中还存在着一定的缺陷，尤其是在中国改革开放以后的金融体制的更 新，进一步建立健全我国的金融监管制度是非常必要的。本文通过实证研 究、案例研究、比较研究和定量分析的方法分析了发达国家金融体制的历史 改革，并对中国现阶段所存在的一些症结提出解决方案：在金融体制安全的 基础上，适当控制混业经营和混业控股、加大法律监管力度、继续施行分业 经营和分业管理的体制，希望可以帮助中国在转型过程中找到更适合国情的 金融监管体制。 关键词：金融监管，发达国家，混业经营，分业经营，法律监管 Enlightenment from the experience and practice of Financial Supervision in developed countries to China ABSTRACT The financial crisis has led many countries to recognise the importance of financial regulation. With the development and expansion of the market economy, financial supervision has begun to play an increasingly important role in the development of the business or the unit. Although China’s current understanding of financial supervision has been improved, it is still operating in practice. There are certain flaws, especially the renewal of the financial system after China’s reform and opening up. It is necessary to further establish and improve China’s financial supervision system. This article analyzes the historical reforms of the financial systems of developed countries through empirical research, case studies, comparative studies, and quantitative analysis methods, and proposes solutions to some cruxes in China at the current stage: on the basis of the safety of financial systems, appropriate control of the mix The system of industry operation and mixed industry control, strengthening of legal supervision, and continued implementation of separate operations and separate management of the industry will hopefully help China find a financial supervision system more suitable to the national conditions during the transition process.
