PAGE PAGE 3 PPP水环境治理项目风险管理研究 ——以贵阳市南明河二期水环境综治项目为例 A Study On risk management of PPP water environment treatment project ——A case study of Nanming River comprehensive treatment project in Guiyang 中 文 摘 要 水环境治理是生态文明建设的重点领域之一。在我国，流域治理的主要资金来源是政府财政预算，巨额的资金缺口使得各地政府必须要找到另一种融资的模式，这种模式就是政府和社会资本合作模式（Public Private Partnership，PPP）为水环境治理带来了新的机遇，一定程度缓解了大型项目资金紧张、效率低下等问题。当前PPP项目模式已经被国家广泛普遍的适用于公共基础设施建设，获得了部分成果。当前，我国属于PPP发展爆发期，越来越多的行业引入PPP模式，社会资本以多种模式参与到过去只能由政府组织的项目中去，实现了社会资源的重新整合。我们不能简单地把它理解为一种融资模式。它是一个从融资到管理再到最终交付的全过程系统。该模式的核心是创新融资后政府管理机制，以促进国家经济建设。 本文对选取的南明河水的环境工程公私合作项目(PPP)的典例做了细致的研究，对水环境治理PPP项目效益及风险进行分析，详细介绍了水环境治理项目的经济、社会、环境效益从而得出水环境治理项目实施的意义。对项目全流程风险管理进行详细阐述，从关键风险点识别到分析，明确风险分担机制，提出风险管控对策。 关键词：PPP，水环境治理，风险管理，南明河 Abstract Water environment treatment is one of the key areas of ecological civilization construction. In China, the main source of funding for watershed management is the government budget. The huge funding gap makes local governments have to seek new financing models. Public private partnership (PPP) has brought new opportunities for water environment treatment, and alleviated the problems of fund shortage and low efficiency of large-scale projects to a certain extent. At present, PPP mode has been widely used in public infrastructure construction, and has achieved certain results. At present, China belongs to the outbreak period of PPP development, more and more industries introduce PPP mode, and social capital participates in the projects that can only be organized by the government in a variety of modes, realizing the re integration of social resources. We can not simply understand it as a financing mode. It is a whole process system, from financing to management and then to final delivery. The core of this mode is to innovate the government management mechanism after financing, so as to promote the national economic construction.
