论公共管理的激励机制设计
摘 要:激励是个体与环境相互作用的结果,是通过努力来实现组织目标 的意愿,激励可以帮助管理者在拟订激励制度时,就能从整体上把握企业 的现状和想达到的目标,从而使众多的激励措施、方案和制度之间相互衔 接、补充和支持,赢得整体的激励效果。国内外国有企业人力资源管理中 许多成功的激励案例表明:人力资源管理中一个重要的制胜因素就是对人 的高度重视,对激励员工主动性、创造性的重视。其实,员工成长的过程 也就是被激励的过程,有效的激励方式会点燃员工的激情,促使他们的工 作动机更加强烈,产生超越自我和他人的欲望,自动自发地将潜在的巨大 内驱力释放出来,为企业的远景目标奉献自己的热情。
然而以调动人的积极性为主旨的激励是人力资源开发和管理的基本 途径和重要手段。在国有企业管理中引入激励机制是企业现代化管理的表 现,因此,如何构建并运用好企业员工激励机制己成为国有企业面临的一 个十分严峻的问题。
