PAGE PAGE 23 2013年余姚水灾灾后社会救助研究 ——基于居民满意度及影响因素的调查 摘要：近年来，我国境内各类自然灾害层出不穷，如1978年的唐山地震、1998年的黄河水灾、2008年的汶川地震。严重的自然灾害会给灾难发生地带来巨大的负面影响，除扰乱当地居民正常的生活、生产秩序，威胁居民生命财产安全外，还会制约经济社会的发展，造成社会动乱。如何在灾害发生后做好社会救助工作是衡量一个国家社会救助制度能否有效运行的重要依据。在此背景下，本文以2013年余姚水灾为切入点，通过进行居民对社会救助满意度及影响因素的调查，进行灾后社会救助研究，针对当前我国社会救助现状，提出相应的政策建议，使我国的社会救助制度能更好适应社会的发展、保障居民的基本生产生活。 关键词：余姚水灾；社会救助；满意度；影响因素 Research on social assistance after disaster of 2013 Yuyao flood ——based on the survey of satisfaction degree on residents and its influencing factors Abstract: All kinds of natural disasters emerging in our country recent years,such as the 1978 tangshan earthquake, the 2008 wenchuan earthquake and the 2013 yuyao floods . Serious disasters would have an enormous negative influence on the place where an disaster happens ,except for disturb the order of normal life and production of local people,threatening the personal and property security of local people,would restrict the development of economy and society ,result in the creation of social unrest as well.How do social assistance after disasters is an important measurement to measure whether the countrys social assistance system is effective operate or not. In this way , this paper mainly let the flood disaster happened in yuyao in the year of 2013 be the breakthrough point, do the survey among residents of social assistance satisfaction and influence factors, do the study in post-disaster social assistance , in view of the current problem of social assistance in our country,?put forward the corresponding policy recommendations, so that the?social assistance system of our country can better adapted to the development of the society,and guarantee the basic production and living of the residents.
