PAGE PAGE 23 北京城市社区农贸市场风险分析 摘要：近年来，农贸市场频发的公共安全事件造成了大量的人员伤亡和财产损失，使得农贸市场的公共安全问题成为社区居民普遍关注的焦点。 通过对近年来农贸市场安全事故的统计以及导致事故发生的因素分析，找到影响农贸市场安全问题的主要因素和次要因素，在此基础上，运用事故案例统计分析方法建立农贸市场风险评估指标体系，将人的因素、物的因素、环境因素管理因素4个作为一级指标，并对每个方面的指标进行细化，形成18个二级指标。运用层次分析法验证了指标体系的一致性，并运用AHP软件确定了各个指标的权重。研究表明，农贸市场的安全管理应更重视人员管理，尤其是对人员的误操作行为应加以控制和防范。提出了北京城市社区农贸市场风险分析指标体系，并以北京道尔泰农贸市场为例，验证该体系的合理性，为农贸市场安全管理提供理论和依据。 关键词：城市社区，农贸市场，风险因素，评估方法 Risk analysis of urban community farmers market in Beijing Abstract In recent years, farmers market frequent emergencies caused a large number of casualties and property losses, the security problems of farmers market becomes the focus of attention of the community residents. Through the analysis of the statistics of the recent safety accidents and the factors that led to the accident, we found the main factors and the main factors which affect the safety of the agricultural market. On this basis, using statistics of accident cases analysis method, the establishment of farmers market risk assessment index system, human factors, material factors, environmental factors and management factors four as level index, and the index of each aspect refinement, the formation of 18 secondary indexes.
