Key words： community;hyperteion;compreheive evaluation;data envelopment analysis (DEA) 项目评价为项目管理中的重要环节，目前的多指标综合评价方法对同一类型项目的横向比较，由于不能很好解决指标权重赋值和共线性问题，使得评价结果不尽人意。数据包络分析(data envelopment analysis,DEA)是近年来所 发展 的一种新的项目绩效评价方法，由于它在处理多输入、多输出问题上的绝对优势，目前已成为评价具有相同类型投入和产出的若干部门(决策单元)相对效率的多指标综合评价方法〔1〕。本研究将DEA用于公共卫生服务项目，以深圳社区健康服务中心为基本评价单元，对深圳市高血压社区综合防治的投入产出效率进行客观评价，找出低效率社区健康服务中心的原因所在，为深圳市慢病社区综合防治的量化管理提供科学依据。 1 资料与方法 11 资料 来源于深圳市科技计划项目《社区慢病综合防治模式及评估指标体系研究》专项调查。课题组对深圳市222个社区健康服务中心采取单纯随机方法，抽取了39个社区健康服务中心。采用自编调查问卷，在调查前向被调查者说明知情同意内容，如本人同意后调查。本调查询问并收集了社区健康服务中心运行情况及其管理的1907名社区高血压患者的知识，态度，行为(KAP)得分、满意度、依从性及生命质量等；在 文献 复习的基础上，通过统计学筛选，确定了防治效果评价指标体系〔2-4〕，包括投入和产出2大类共计6项，具体为：(1)资源投入
