PAGE PAGE 24 外来流动人口管理问题研究 ——以绍兴市柯桥街道福年社区为例 摘要：改革开放以来，随着我国经济迅速发展，城市发展水平达到了一个新的高度。然而与此同时，城市外来流动人口的增加，在为城市的发展增添动力之时，也为城市管理增加了很大的负担。社区作为城市管理中的一个最基层的小单位，在流动人口管理方面的作用日益凸显。本文通过对绍兴市柯桥区柯桥街道福年社区管理者的访谈，对社区内居住人员（包括外来务工者和本地居民）的问卷调查，整理出了社区管理中存在的对外来人口在治安管理、环境卫生、医疗保障等方面的问题，针对这些问题，通过社会学知识探究产生这些问题的原因。最后本文运用社区管理的理论和社会融合理论，提出关于社区部门、体系、队伍建设对策，社区建设内容方面侧重社区文化建设和居民自治建设，以此希望能帮助外来流动人口融入进城市，在城市生活中获得归属感和幸福感。 关键词：外来流动人口社区流动人口管理社会融合 The research on community management of floating population ——The Shaoxing KeQiao street Funian community as an example Abstract: Since Chinas reform and opening up, along with our country economic development, urban development level has reached a new level. At the same time, however, the increase of urban floating population, when add impetus to the development of the city, also increased a great burden for the urban management. Community as the city management in one of the most basic unit, in the role of the management of the floating population growing. To solve these problems, through the knowledge of sociology to explore the causes of these problems.
