PAGE PAGE 40 需求视角的产品质量保险研究—意义、机理与途径 A Study on Product Quality Insurance Based on The Demand Perspective —Significance、Mechanism and Approach 摘要：二十一世纪，质量水平逐渐成为生产力、科技、人员素质等方面的综合反映。然而，发展的同时也曾频频出现毒奶粉、汽车召回等事件，便引发了人们对我国产品质量保险的思考。因此寻找出我国现阶段产品质量保险存在的不足，借鉴发达国家的全面发展模式，结合各行业现状与需求，开辟出适合我国发展的产品质量保险模式已刻不容缓。 文章分五部分来研究产品质量保险，通过对比分析、文献分析、问卷调查等方法得出分析结果，具体的研究思路如下： 第一部分详细阐述了产品质量保险的含义与特征，并将质量保证保险与责任保险进行比较区分，此外还明确论述了该选题的研究价值和意义；第二部分则探讨目前国内产品质量保险运行现状，寻找其在实务开展方面的问题，同时分析与对比国外发达国家产品质量保险的发展经验，得出有益借鉴；第三部分探索了产品质量保险与质量管理之间的联系；第四部分基于对低压电器行业质量现状分析，探讨各企业对产品质量保险实际需求情况；最后第五部分通过以上四部分分析研究提出了构建适合我国国情的产品质量保险发展模式，为推动我国产品质量保险的快速发展寻找一条良性之路。 关键词：产品质量保险；责任保险；质量保证；实际需求；制度构建 A Study on Product Quality Insurance Based on The Demand Perspective—Significance、Mechanism and Approach Abstract：Nowadays，quality levels gradually represents productivity， technology，personel quality and other aspects .However，with the milk scandal and the car recalled incidents broken out，this has led people to thinking of product quality insurance.There- -fore，we should analysis defects of the product quality insurance deeply，reference the development models of product quality insurance，the same time consider the present situation of China’s economic development，finding out a suitable road for product quality insurance’s development of China. This article is divided into five parts. Meanwhile，by comparative analysis，value demonstration and other research methods，the thinking of the article is as follows： The first part describes the significant and characteristics of the product quality insurance，and compares it with liability insurance ；The second part is to explore the current situation of Chinas product quality insurance，examine the plight of product quality insurance operations existing in reality，and find a reasonable way to improve the product quality insurance regulation；The third part is to explore the link of product quality insurance and quality management ；The fourth part analysis the current quality situation of low-volt
