附则V ：《防止船舶垃圾污染规则》 Annex V Prevention of Pollution by Garbage from Ships 1988年12月31日生效，1989年2月21日对我国生效. 附则V现有9条：定义；适用范围；在特殊区域外排放垃圾；对排放垃圾的特殊要求；在特殊区域内排放垃圾；例外；接收设施；港口国监督操作性要求；公告标牌、垃圾管理计划和垃圾记录。 第九十四页，共一百四十九页。 附则V 《防止船舶垃圾污染规则》-定义 “垃圾”，系指产生于船舶通常营运期间并要不断地或定期地予以排放（处理）的各种食品、日常用品和工作用品的废弃物（不包括鲜鱼及其各部分），但本公约其他附则中所规定或列举的物质除外。 缔约国的港口和装卸站，应设有足够数量的垃圾接收设施。禁止排放入海的船舶垃圾必须移入港口或装卸站的垃圾接收设施。 第九十五页，共一百四十九页。 Disposal of Garbage outside Special Areas (a) the disposal into the sea of all plastics, including but not limited to synthetic ropes, synthetic fishing nets, plastic garbage bags and incinerator ashes from plastic products which may contain toxic or heavy metal residues, is prohibited; 第九十六页，共一百四十九页。 Disposal of Garbage outside Special Areas (b) the disposal into the sea of the following garbage shall be made as far as practicable from the nearest land but in any case is prohibited if the distance from the nearest land is less than: (i) 25 nautical miles for dunnage, lining and packing materials which will float; (ii) 12 nautical miles for food wastes and all other garbage including paper products, rags, glass, metal, bottles, crockery and similar refuse; 第九十七页，共一百四十九页。 Disposal of Garbage outside Special Areas (c) disposal into the sea of garbage specified in sub-paragraph (b)(ii) of this Regulation may be permitted when it has passed through a comminuter or grinder and made as far as practicable from the nearest land but in any case is prohibited if the distance from the nearest land is less than 3 nautical miles.
