The large off-staff members of local governments have aroused widespread concern in the society.The management of the supernumerary personnel in sub-district offices is closely related to the state functions, government establishment and other factors.By means of case study, this paper makes an empirical analysis on the problem of off-staff employment in X sub-district office, Baoan district, Shenzhen, and combines the existing civil servant employment system with the Shenzhen government employee system,can be found that the number of side of local government personnel, recruitment,compensation and other basic situation existence question, probed into the local government side personnel in addition to its own factors, reasons for the expansion include isomorphic responsibility, expansion of government function and the establishment is not reasonable,etc.On the basis of management and employee system in Shenzhen
