乡镇行政管理体制改革的方向 摘 要 乡镇是农村基层的政权组织；是党和国家各项工作的落脚点；是引导者和领导者，同时又是管理者，它是与农村精神文明的建设和农村社会主义物质建设有着息息相关的联系。至今乡镇的设立之后就没有了人民公社制度，目前我国的乡镇行政管理体制存在着弊端需要去管理和改革，至此以来，乡镇经过了多次的撤并和改革。由于乡镇行政管理体制改革有不同的观点如：是否需要撤销，是否需要保留或者需要自治。为了能够实现政府职能的最佳配置为核心，乡镇行政管理体制就应该以县域范围为中心。所以本文通过对乡镇政府的职能和存在问题进行探究，找出适合乡镇行政管理体制改革的新方式。 关键词：乡镇；行政管理体制；改革 The direction of the reform of the township administrative management system Abstract The township is the political organization at the grass-roots level of the countryside; it is the foothold of the work of the party and the state; it is the guide and leader and the manager. It is closely related to the construction of the spiritual civilization in the countryside and the construction of the socialist material in the countryside. So far, there are no peoples commune system after the establishment of the township. At present, the administrative system of Township Administration in our country needs to be managed and reformed. At this point, the villages and towns have been reformed and reformed many times. There are different views on the reform of the township administrative system, such as whether it needs to be revoked, whether it is necessary to retain or need autonomy. In order to achieve the best allocation of government functions as the core, the township administrative system should be centered on the county level. Therefore, by exploring the functions and existing problems of township governments, this paper finds out a new way suitable for the reform of township administrative system.
