政策研究 OLICY RESEARCH 拜登政府油气政策趋势及中国油气企业 应对建议 张红臣，张礼貌 ( 中国石油化工股份有限公司石油勘探开发研究院） 摘　要：与重振化石能源的特朗普政府不同，美国拜登政府将应对气候变化作为保障国家安全的核心 优先事项之一。拜登政府油气政策走向包括：加大对油气行业温室气体排放的管制，不会出台明显抑制油 气的政策，对石油公司加强环境保护、社会责任和公司治理的业绩监管，加大新能源发展力度。重回“伊 核协议”、美俄关系趋紧、加大对中东地区事务的影响力可能是拜登政府在能源地缘政策上的变化。短 期内，拜登政府能源政策对油气行业不会产生不利影响，长期来看，将加速清洁能源对美国及全球化石能 源的替代，其对能源地缘政策的调整不会影响全球原油市场格局。拜登油气政策和能源地缘政策对中国石 油公司上游业务既提供了机遇也带来了挑战。对中国石油公司上游发展建议：预判拜登新政府油气政策走 向，跟踪能源地缘政治变化及投资机会，降低油气生产和供应链的温室气体排放，注重并提升公司环境保 护、社会责任和公司治理业绩表现。 关键词：拜登政府；美国；油气政策；气候变化；能源地缘政策 Biden administration’s oil and gas policy trends and countermeasures for Chinese oil and gas enterprises ZHANG Hongchen, ZHANG Limao (Petroleum Exploration and Production Research Institute of Sinopec) Abstract ：Unlike the Trump administration’s supporting fossil energy, the Biden administration has made climate change one of its core priorities to ensure national security. This paper analyzes such trends of Biden government’s oil and gas policy as to intensify the control of greenhouse gas emissions in the industry, not to introduce obvious policies to curb oil and gas industry, to strengthen the supervision of oil companies in ESG performance, and to increase the development of renewable energy. It also looks forward to the changes of Biden administration’s energy geopolitical policy that returns to the Iranian nuclear agreement, tightens the US-Russian relations, increases the influence in the Middle East affairs. Biden’s energy policies will not adversely affect the oil and gas industry in the short term. In the long run, those will accelerate the substitution of clean energy for fossil energy both in the United States and the rest of world and the adjustment of Biden’s energy geopolitical policy will not affect the management pattern of the global crude oil ma
