英文摘要 中文摘要 摘要 新世纪以来，国家实施了一系列的惠农政策，在解决“三农”问题方面取得了巨大的进步，呈现出一番欣欣向荣的景象。但是，我国社会发展存在地域发展不平衡现象，在这样的现状下，提出乡村振兴发展战略，努力建设社会主义现代化强国，实现全面小康。 本篇文章主要从微观主体的角度出发，采用问卷调查的方式，对管头镇当前的基层治理的相关问题进行了解，管头镇基层治理存在着政府与民众沟通有障碍、基层治理主体能力水平低、基层治理活动形式少等问题，文章从治理主体缺乏治理意识、治理人才队伍建设不足、治理投资较少几个方面分析了当前基层治理问题的产生原因，最后提出了尚不成熟的改进建议，如：对治理主体加强培训、扩宽治理人才库、加大对公共服务的投资力度、完善公共服务建设等。本篇文章为了掌握基层治理的相关问题，从而为我国乡村振兴战略下基层治理工作的展开提供一些思路。 关键词：乡村振兴；基层治理；治理主体；公共服务 Abstract Since the beginning of the new century, the state has implemented a series of policies to benefit the peasants, made tremendous progress in resolving the three rural areas problem, and presented a scene of prosperity.
