基于利益链的公立医院社会责任研究的中期报告 摘要： 本文旨在分析利益链对于公立医院社会责任实现的影响，并提出相应的建议。首先，通过对于公立医院利益链的分析，发现医保机构是主要的利益受益者，公立医院为卫生部门和患者之间的桥梁。因此，公立医院在实现社会责任时应当考虑到医保机构、卫生部门、患者的利益，充分发挥桥梁和纽带作用；其次，从公立医院内部的利益链角度出发，医务人员、行政管理者、财务人员、患者等各方面均存在着利益冲突和需求不对称的状况，公立医院应当采取多种手段加强管理，确保员工、患者等各方面的利益得到平衡和保障。最后，本文提出了一系列建议，包括完善公立医院医疗服务体系、加强公立医院内部管理、推进药品采购制度改革等。 关键词：利益链，公立医院，社会责任，卫生部门，患者 Abstract： This report aims to analyze the impact of interest chain on the realization of social responsibility in public hospitals, and propose corresponding recommendations. Firstly, through the analysis of the interest chain in public hospitals, it is found that medical insurance agencies are the main beneficiaries, and public hospitals serve as bridges between the health department and patients. Therefore, public hospitals should consider the interests of medical insurance agencies, the health department, and patients when implementing social responsibility, and fully play the role of bridge and link. Secondly, from the perspective of the internal interest chain of public hospitals, there are conflicts of interest and asymmetric demands among medical staff, administrative managers, financial personnel, patients, etc. Public hospitals should adopt various means to strengthen management and ensure that the interests of employees, patients and other parties are balanced and guaranteed. Finally, this report proposes a series of recommendations, including improving the medical service system of public hospitals, strengthening internal management of pubic hospitals, and promoting reform of the drug procurement system.
