当代我国公民参与地方治理模式研究——基于博弈论视角的中期报告 摘要： 当前，我国地方治理面临着一系列挑战，其中之一就是公民参与不够充分。本研究旨在探讨如何构建适合当前中国实际情况的公民参与地方治理模式。本报告以博弈论视角为基础，就公民参与地方治理的现状、问题和前景进行了深入分析，并提出了一系列建议。 根据研究结果，我们认为要促进公民参与地方治理，需要加强政府对公民的信任和尊重。政府应该提高透明度，遵循公平公正的原则，鼓励公民参与。同时，公民参与也需要让公民更加理性地参与，避免过度激进或急功近利的行为。另外，建议加强社区组织建设，提高社区居民的自治能力。 在具体实践中，应该考虑到不同的地方治理模式，采取不同的公民参与方式。例如，在市场经济发达的城市，可以采取市场化的途径，鼓励企业和市民参与地方治理；在经济条件较贫困的农村地区，则需采取更加简单和实际的方式来促进公民参与。 关键词：公民参与；地方治理；博弈论视角；政府；社区自治 Abstract: At present, Chinese local governance faces many challenges, including insufficient citizen participation. This study aims to explore how to build a citizen participation model of local governance that is suitable for Chinas current situation. Based on game theory perspective, this report analyzes the current situation, problems, and prospects of citizen participation in local governance, and proposes a series of suggestions. According to the research results, we believe that to promote citizen participation in local governance, it is necessary to enhance the governments trust and respect for citizens. The government should increase transparency, follow the principles of fairness and justice, and encourage citizen participation. At the same time, citizen participation also needs to be more rational, and avoid excessively radical or impatient behaviors. In addition, it is recommended to strengthen community organization construction and improve the autonomy of community residents. In specific practice, different citizen participation methods should be adopted according to different local governance models. For example, in cities with developed market economy, market-oriented methods can be adopted to encourage enterprises and citizens to participate in local governance; while in economically underdeveloped rural areas, simpler and more practical approaches are needed to promote citizen participation.
