完善西部招商引资法治环境的建设研究 摘要 针对西部地区的落后现状,在西部大开发的过程中,应采取多种渠道招商引资,如争取国家财政拔款,聚集本地闲散资金,制定优惠政策吸引外资等。法治可以指导投资活动，调节，支持和保障。良好的法制环境是在各种新的经济关系，权利和制度性保障的形成法律程序的义务主体的经济利益。在经济发展中利用外资是发展自己的世界各国经常使用效益的重要手段，也是在东部了解到一个重要的区域经济发展的经验教训。中国西部地区目前的发展正面临着资金等困难的短缺，并利用在西部地区外商投资，拓宽融资渠道和有效的手段之一，加快经济发展。因此，本文分析了外商投资西部投资法律环境的一个例子建设。 本文共分为四个章节，第一章是西方投资法律环境的理论概述，主要是投资西部的具体形式，目前来看，法治的法律环境在西部地区的作用上西部投资。外商投资的第二章为例，从法律在西方投资规则的现状外国投资法分析的水平和垂直结构方面。缺陷西部地区外商投资法第三章进行了分析，主要是在立法机构和更多的立法机构是不明确;立法相互矛盾的重复;大量的地方性法规和政策与WTO法律制度的存在是不到位;外商投资船务公司过度依赖税收优惠和在倾向不够等西部地区外商投资的优惠政策。第四章分析了西部地区的法律措施外资的利用率是精心制作的法律指南和两个方面。 关键词：西部；招商引资；法治；外商投资 Abstract For the backward current situation of the western region, in the process of western development should be to take a variety of channels of investment, such as the fight for the states financial support, gathering local idle funds, formulate preferential policies to attract foreign investment.
