对企业而言，成本管理至关重要，有效合理的成本管理是企业稳健发展的

前提条件。党中央根据我国社会主义市场经济发展的实际情况提出了一项重大

战略决策，即国企混合所有制改革，其目的在于盘活国有资产，调动职工积极

性，保护国企混合改制各方利益，是现代企业制度建设的加速器。

本文以国企混合所有制改革为背景分析了云南电信公司的成本控制优化战

略，在收集整理相关文献资料的基础上，首先对本文的研究背景以及研究意义

进行阐述，继而介绍了与成本控制及混合所有制改革相关的概念及理论基础，

并以云南电信公司为案例，深入分析了云南电信公司的成本控制现状，总结出

云南电信在成本控制中存在的问题及原因。最后，针对云南电信公司在成本控

制中存在的问题，提出了使用作业成本法的建议。

enterprises.TheCPCCentralCommitteehasputforwardamajorstrategicdecisionin

lightoftheactualsituationofthedevelopmentofChinassocialistmarketeconomy,

thatis,thereformofmixedownershipofstate-ownedenterprises,thepurposeof

whichistorevitalizestate-ownedassets,arousetheenthusiasmofstaffandworkers,

andprotecttheinterestsofallpartiesinvolvedinthemixedrestructuringof

state-ownedenterprises,andisanacceleratorfortheconstructionofamodern

enterprisesystem.

ThispaperanalyzesthecostcontroloptimizationstrategyofYunnanTelecom

Companyinthecontextofthemixedownershipreformofstate-ownedenterprises,

onthebasisofcollectingandsortingoutrelevantliterature,firstexpoundsthe

researchbackgroundandresearchsignificanceofthispaper,thenintroducesthe

conceptandtheoreticalbasisrelatedtocostcontrolandmixedownershipreform,and

takesYunnanTelecomCompanyasacase,deeplyanalyzesthecurrentsituationof

costcontrolofYunnanTelecomCompany,andsummarizestheproblemsandreasons

existinginCostControlofYunnanTelecom.Finally,inviewoftheproblemsexisting

inthecostcontrolofYunnanTelecomCompany,theproposalfor
