新时期我国远程医疗发展驱动、阻碍因素

及建设重点分析

【摘要】在文献分析的基础上，运用鱼骨图对新时期国内远程医疗发展的驱动、阻碍因素以及建设重点进行分

析。远程医疗驱动因素包括资源使用效率提升的驱动力、医疗新常态和需求多样性的催动力以及利益相关者的推

动力；阻碍因素主要包括医院协同的惯性阻力、政策激励尚不完善、基础建设不平衡、行业标准不完善。在远程

医疗建设方面，应多项措施并重，主要包括增强医院协同、促进“三医联动”，认清区域差异、完善平台建设，

完善政府补偿、强化激励作用，完善法律法规、增进规范建设。

【Abstract】

Objective:Toanalyzethedynamicfactors,resistancefactorsandkeyconstructionpointsoftelemedicine

developmentinthenewera.Methods:Onthebasisoftheliteratureanalysis,thefishbonediagramanalysismethod

wasusedtoanalysesthedynamicresistancefactorsandconstructionemphasisoftelemedicinedevelopmentinthenew

period.Result:Thedrivingfactorsoftelemedicineincludedtheimprovementofresourceutilizationefficiency,the

constructionofnewnormalmedicalcare,theconstructionofmulti-levelmedicalneedsandthesatisfactionofmulti-

stakeholderdemands.Themainresistancefactorsincludedinertiaresistanceofhospitalcoordination,thebindingforce

ofpolicyincentives,unbalancedinfrastructureconstructionandimperfectindustrystandards.Conclusion:Several

measuresaretakentopromotethedevelopmentoftelemedicine,includingstrengtheninghospitalcollaboration,

pro
