Abstract

Thispaperdocumentsthatseniorplantmanagersinevenwhenthetimeburdenissymmetricacrossallplants.

ernmentrulesandregulationsthantheircounterpartsinmanagers’timefromthelevelsobservedinDenmarktothe

richercountries.Thesefactsareinterpretedthroughthelenshigherlevelsobservedinpoorercountrieshavesubstantial

ofaspan-of-controlgrowthmodel,inwhichtopmanagersconsequences.Imposingtheaveragetimespentonregula-

runheterogeneousproductionplants,employingmiddletionsinArgentinareducesaggregateoutputbyabout1/3
