Peoplearenowtryingtosolvetheproblemscausedbypackagingmaterials.In1991,Germanytooktheleadbyrequiringcompaniestorecyclethepackagingusedfortheirgoods.Todothis,thecompaniessetuprecyclingbinsineveryneighborhood.Consumersnowseparatetheirrubbishintothreecategories—metal,plasticandpapercartons.Theythenputitintotheappropriatebin.Therubbishsorted,itistransportedtorecyclingcompanyforprocessing.

Theprogrammeworkedwellatfirst.However,theamountofrubbishhasbeguntoincreaseagain.Onereasonforthisisthatmanyconsumersnolongerreducewastebecausetheythinktheproblemissolved.Itseemsthattoproperlydealwiththeproblemofrubbish,everyonemustremainalertanddotheirpart.
