;一、研究招标文件（Researchbiddingdocuments）

投标单位取得投标资格,获得招标文件之后的首要工作就是认真仔细地研究招标文件,充分了解其内容和要求,以便有针对性地安排投标工作。

研究招标文件的重点应放在投标者须知、合同条款、设计图纸、工程范围及工程量表上,还要研究技术规范要求,看是否有特殊的要求。投标人应该重点注意招标文件中的以下几个方面问题:
