Abstract:?Greening,ecology,andlowcarbonareconcreteembodimentofsustainabledevelopmentincitiesandtheultimatedirectionofurbandevelopmentacrosstheworld.Theconstructionofgreeneco-citiesisconductivetourbantransformationintheworld,andisofgreatsignificanceforimprovingthequalityofurbanconstruction.QingdaoSino-GermanEcoparkisaworld-classhigh-endecologicaltechnologyresearchdevelopmentzone.Upholdingaphilosophyof“improvinglifeviaeco-orientationandwisdom,elevatingqualitythroughopennessandintegration”andfocusingonthevisionof“pastoralenvironment,greendevelopment,andgoodlife”,theparkhasbeencommittedtoecological,greenandsustainabledevelopment,andisendeavoringtobuildanintegratedcity-industrydistrictcharacterizedbyecology,intelligence,andopenness.

1.1????Background
InJuly2010,theMinistryofCommerceofthePeople’sRepublicofChina(MOFCOM)andtheFederalMinistryforEconomicAffairsandEnergyofGermany(BMWi)signedtheMemorandumofUnderstandingonJointSupportfortheEstablishmentoftheSino-GermanEcopark,asabidtosupporttheestablishingoftheSino-GermanEcoparkinQingdaoEconomicandTechnologicalDevelopmentZone.ThesiteselectionfortheparkwascompletedinMarch2011andthefoundationwaslaidinDecemberofthesameyear.InMay2012,theCommissionOfficeforPublicSectorReformofQingdaoCityissuedtheReplyonEstablishingtheManagementSystemofQingdaoSino-GermanEcopark,anddecidedtosetuptheManagementCommitteeofQingdaoSino-GermanEcopark.InJuly2013,theQingdao
