摘要
本文首先从城市小区管了解析人手，对城市小区概念、强化城市小区管理意义进行了探讨。随即立足中国城市管理现实状况，对改革开放以来中国城市小区管理取得成绩、存在问题进行了系统总结并分析了存在问题原因。文章认为，改革开放以来，中国城市小区管理有了长足进步。不过，因为计划经济体制影响，中国城市小区管理展现行政化、法制不健全、管理组织力量微弱等缺点，和城市社会转轨变型趋势和小区模式创新要求格格不入，必需进行改革。文章以十六大精神为指导对深入完善中国城市小区管理提出了构想，把西方发达国家城市小区管理发展和中国城市小区管理情况对比作为切人点，分析了中国城市小区管理改革理论依据和驱动原因，提出了城市小区管理构建标准和基础思绪，并由此设想了完善城市小区管理具体思绪:健全小区建设管理组织体系、组建小区居民自治管理网络、创建学习型小区、大力发展小区服务、加强小区干部建设等，从而建立科学有序、优异高效城市现代小区管理新模式。
