However,despitetheseimportantsteps,challengesremaininEthiopia.AlthoughthecountryhaspermittedtheBasel,StockholmandRotterdamconventions,lawsandpoliciesforenvironmentallysoundmanagementofhazardous(有害的)wastesarestillnoteffectiveinpre-ventinglitteringwasteillegally.

TohelpEthiopiameetthesechallenges,theChemicalsandWasteManagementProgramissupportingthecountrywithathree-yearprojecttoenhanceitscapacityforsoundmanagementofhazardouswastes.

Intheinitialstages,aprojectmanagementunitwillbeformed,madeupofmanyrepresentativesfromgovernmentdepartmentsandprivateorganizations.ThisunitwillberesponsibleforreviewingandassessingEthiopiascurrentlegalsystem,which,despitenumerousadvancesinrecentyears,doesnotspecificallytargettherecyclingofhazardouswaste.Oncelegalgapsareidentified,theprojectwillseektoupdateexistingpoliciesandstrategies.

ManypeopleinEthiopiaarenotawareofthepossibleeffectofenvironmentaldamageandtheneedtoreportsuchcrimestothepolice.Toresolvethispressingissue,Ethiopiawillbeconductingaseriesofcapacity-buildingactivities,includingcreatingawareness-raisingprograms,trainingtrainersandprovidingequipment.

Ethiopiawillalsoworktoestablishanationalmechanismforchemicalsandwastemanagementbyengaginggovernmentdepartmentsandcivilsocietygroups.Authoritieswillalsomakebudgetaryprovisions(预算拨款)innational,regionalandinstitutionalplanningtoensurefundingforthesea
