基于数据驱动的公立医院运营管理模式探索与实践

【摘要】在公立医院高质量发展与绩效考核全面推进的政策背景下，构建高效的运营管理体系已成为深化改

革的关键。案例医院以数据赋能为主线，围绕“目标拆解一数据监管一绩效闭环”三大核心环节，重塑运营管理模式：

建立医院、科室、医疗组三级目标传导机制，实现战略目标精准落地；搭建人工洞察（MI）、商业智能（BI）、人工智能

（AI)三维数据分析框架，实现情景识别、实时监管、智能预警；完善月度敏感指标、年度综合指标绩效考核闭环，形成以

战略目标为导向的绩效考核机制，显著提升了医院运营管理水平，为公立医院运营管理转型升级提供了实践经验。

Abstract:Underthepolicybackgroundofthecomprehensivepromotionofhigh-qualitydevelopmentandperformanceevaluationin

publichospitals,buildinganefficientoperationalmanagementsystemhasbecomethekeytodeepeningreforms.Thecasehospitalfocuses

ondataempowermentandreshapesitsoperationalmanagementmodelaroundthethreecorelinksoftargetdecomposition-datasupervi-

sion-performanceclosed-loop,includingestablishingathree-levelgoaltransmissionmechanismathospital,department,andmedicalteam

levelstoachievepreciseimplementationofstrategicgoals,buildingathree-dimensionaldataanalysisframeworkformanualinsight(MD),

businessintelligence(BI),andartificialintelligence(AI)toachievescenariorecognition,real-timemonitoring,andintelligentwarning,and
