低碳电力视角下的风电消纳问题

摘要：针对甘肃酒泉千万千瓦级风电基地运行中出现大量弃风的问题，在分析其运行特点和弃风原因的基础上，以充分发挥

无成本无碳排放的弃风电量作用为目的，提出了远近结合缓解风电弃风问题的综合措施，当务之急是缓解现阶段问题，提升

风电就地消纳能力。根据新能源的地理分布情况和负荷特点，分析了发展新能源供暖和电动车等措施的有效性。定量和定

性分析表明，电能替代的减排效益显著，并能提高社会生活水平、推动当地经济的可持续发展，回9-3国家发展清洁能源的

本意。

Abstract：ForthepowercurtailmentissuesinJiuquan10GWwindpowerbaseoperation，basedontheanalysisofitsoperating

characteristicsandreasonsforwindpowercurtailment，totakefullutilizationofthecurtailedwindpowerwithoutemissionandcost

asanaim，thispaperproposesaseriescomprehensivemeasurestoalleviatetheissuesofpowercurtailmentbytakingintoaccount

long—nadshort-termneeds．Apressingmatterofthemomentistoenhancethepowerconsumptioncapacityatpresent．Accordingto

geographicaldistributionofthenewenergyandloadcharacteristics，theeffectivenessofthedevelopmentofnewenergyheatingand

electricvehiclesandothermeasuresisanalyzed．QuantitativeandqualitativeanalysisshowsthattheelectricenergysubstitutionCna

reduceemissionsignificantly，andimprovethelivingstandardsofthecommuniytnadpromotesustainabledevelopmentofthelocal

economyandfinallyreachtheintentionofnation’Scleanenergydevelopment．
