It finds that urban villages have evolved into low- income comm un ities ofm igrant population by providing housingsw ith very low ren t, and them ethods of transform ation on ly focusing on villagerspbenefits proved w rong. The article analyses the political and existing problem s in the course of transform ing for villages in cities. It argues that the purpose of urban village transform ation dom inated by city governm ent is not to take advan tage of location of the village but to provide more com fortable housing for m igrant population w ith low incom e. It is concluded that the m ode of self- transform ation guided by the governm ent would be feas ible.
