我国慈善事业发展现状及问题研究 摘 要 慈善事业是一项民间的社会性救助事业,它是弘扬互助友爱精神和建设积极向上 的伦理道德的最好途径与方式之一,具有缩小收入差距、化解社会矛盾、促进社会和 谐发展的不可替代的客观功效。我国慈善事业的历史源远流长,从先秦开始即有慈善 记录。新中国成立后,由于国家包办社会慈善事业制度和普遍贫穷导致民间无力涉足 慈善的原因，我国慈善事业在长达 30 余年中不复存在。随着改革开放社会经济的发 展和贫富差距的扩大,慈善事业重新找到了自己的定位。 目前，我国慈善事业处在一个十分有利的社会条件下,但同时也面临着慈善意识 落后、组织发育不健全、政策法律机制相对滞后等诸多制约。我国慈善事业的发展还 处于较低的水平。造成这种局面既有历史的因素,又有文化和制度环境的因素。因此 发展慈善事业要从加强对慈善事业的舆论宣传、培育民间慈善组织、 建立良好的管 理激励机制、完善相应的法律制度角度考虑。 本文正是在探讨慈善事业的历史渊源、分析当前我国慈善事业现状的基础之上， 发现我国慈善事业的问题，并提出有针对性的见解。 关键词： 慈善事业 民间 慈善机制 慈善意识 II 我国慈善事业发展现状及问题研究 Abstract Charitable cause is a civil cause of the social relief, it is carrying forward the spirit of fraternity and mutual help build a positive and uplifting moral one of the best ways and means, has narrowed the income gap, resolve social conflicts and promote social harmony and development of the irreplaceable Objective effectiveness.
