我国发展风能的障碍分析和对策研究 摘 要 随着国民经济的持续发展，能源危机的阴影正日益困扰着人类的生产和生 活，为了解决这个问题，人们开始把目光投向风能这种取之不尽、用之不竭的清 洁能源。风能是目前最有开发利用前景和技术最成熟的一种新能源和可再生能源 之一。如果把全世界风能理论蕴藏量的百分之一、二用于发电，即可为当今世界 经济发展提供强大的动力支持。因此，对我国发展风能的障碍进行分析和对策研 究就很必要。 本文首先阐述了我国发展风能的资源基础和发展状况的基础上。其次，分析 了我国发展风电产业的障碍因素，分析表明，这些障碍来自两大方面，分别是技 术障碍和资金障碍。技术障碍包括国产风力发电机组技术起步较晚、自主创新能 力薄弱、关键技术受制于人、尚未形成完整的风电产业链、风电人才培养力度不 够大和电网制约等。资金障碍包括风电成本高、风力发电上网电价高和扶植政策 难落实。最后提出了相应的解决对策，针对技术障碍解决的对策有政府应制定阶 段性的发展目标、加强核心技术的研究、加大风电技术人才的培养力度、建立完 善的认证体系；针对资金障碍解决对策有组织实施示范工程、加强国际交流与合 作及加大政策的扶持力度。 关键词：风能发展，障碍分析，对策建议 2 我国发展风能的障碍分析和对策研究 Abstract With the continuous development of national economy, the increasing of the energy crisis bothers human production as well as living conditions. And in order to solve this problem, we begin to concern on the wind power energy, which is an inexhaustible clean energy. The wind power energy is a clean and renewable energy with the most mature technology, which, by far, features the bright features the brightest future of development and utilization. If we harness one or two percent of the theoretic deposit of the wind power energy to generate electricity, we’ll able to drive the development of the world economy. In consequence, it is important that researching the wind energy barrier and the countermeasure. First, this thesis introduces the resources, on which we develop our wind power energy as well as the Chinas development of wind power generation.
