我国农村进一步推广沼气应用的问题分析 摘 要 文章运用资料收集法、访问调查法和个案分析法，对大兴区农村沼气能源进一 步推广的情况进行了实践调查，与理论相结合，分析了我国沼气应用在生产技术水 平、资金投入水平、政府引导与后续服务管理水平中存在的主要障碍、进一步推广 的有利条件及策略方面进行了系统的调查与分析研究。 结果表明，首先我国农村沼气使用进一步推广的制约条件主要如下：缺乏规划， 无序发展；个别领导和部门的认识还不到位认识不到位；重沼气池建设，轻建后管 护；重沼气使用，轻综合利用；机构和服务体系不健全；沼气产业没有形成规模与 档次；资金有缺口；综合利用差和相关法规与政策有待进一步落实与制定等问题。 其次，有利的基础条件主要有：地理气候条件适宜，沼气能源资源丰富；已具 备较好的技术基础；形成了良好的社会基础；已构建良好的政策环境以及有可持续 发展理念的牵引等几方面。 最后，提出了如下对策：加强宣传教育，营造学习氛围；广开筹资渠道，多方 筹集资金；搞好村镇规划，优化村庄布局；加强技术培训，建立技术支撑体系；创 新机制，创新技术，提升档次以及典型示范，以点带面等策略。 关键词：农村 沼气 推广 制约因素 有利条件 I 我国农村进一步推广沼气应用的问题分析 Abstract Using data collection, survey and case law analysis, the Daxing District of rural marsh gas energy to further promote the practice of investigations conducted with the theory, analysis of Chinese application of biogas technology in the production level, the level of capital investment, the Government guide and follow-up service management level, the main obstacle to further promote the favorable conditions and strategies, and other aspects of the system of investigation and analysis of research.
