PAGE 我国文化行业协会职能定位及其转变 摘要：文化行业协会作为政府、文化企业、市场之间联系的纽带和桥梁，既是文化企业走向市场的向导，也是文化企业权益和社会经济秩序的维护者，是市场体制和国家体制之外的一项重大的组织创新和制度创新。从理论的角度去研究文化行业协会对文化产业的发展有推动作用。本文通过从政府职能转变、我国经济体制以及我国现阶段的国情等角度对我国文化行业协会职能定位进行分析，总结我国文化行业协会职能定位的缺陷以及导致这些缺陷的原因，从而提出文化行业协会职能转变的对策，并对对文化行业协会职能转变进行系统的分析与论述，同时提出具体的对策与转变方向，从而推动我国文化行业协会的理论研究。 关键词：非政府组织；文化行业协会；职能定位；职能转变 the Position and the Transformation of Chinese Cultural Trade Associations Function Student majoring in Public Administration SHAN Jing Tutor LI Ming Abstract：As the bridge and belt connected government, culture enterprises and market，Cultural Trade Association is not only a guide entering prises toward the market but also the defenders of business interests and the socio-economic order. And Cultural Trade Association is a major organizational innovation and institutional innovation outside of the market system and national system. Studies the cultural profession association from the theory angle to have the promotion effect to the cultural industry development. In this paper, from the transformation of government functions, Chinas economic system, as well as the angle of Chinas national conditions at the present stage of Chinas cultural industry association functions of the position analysis, summed up Chinas cultural industry association functions of the position of the defect, as well as the reasons leading to such deficiencies and recommend the functions of culture and industry associations changes in response, and cultural changes in the functions of trade associations to conduct systematic analysis and discussion, and to propose specific measures and change direction, so as to promote Chinas cultural industry associations of the theoretical research.
