化工产品出口遭遇反倾销的成因及对策研究 摘 要 进入 21 世纪以来，由于美国、欧盟、日本等经济体的经济形势不景气，导致 国际市场竞争加剧，而反倾销作为一种新的贸易保护主义形式，被各国频繁的使 用。 我国自 1979 年遭欧共体第一起反倾销调查直到入世以后的今天，我国企业与 国外企业的倾销和反倾销的矛盾依然很大。涉案范围包括化工、五矿、医药、纺 织、仪器、冶金、食品等 4000 多种商品。特别是在五矿化工领域里,立案数约占 全部案件的1/3，而且涉案金额巨大。这些反倾销调查严重地影响了我国化工产品 的出口。客观上讲，我国化工企业出口产品屡遭国外反倾销指控的原因是多方面 的,既有外部环境的影响,也有自己本身的原因。我国政府同国内的化工企业应当 就这些因素，实施有针对性的措施来进一步预防和应对外国对我方产品所提起的 反倾销指控。同时，更要学会运用 WTO 的有关规则，有效运用反倾销、反补贴、 保障措施等法律武器，维护自身的合法权益，提高产业的国际竞争力。 关键词：反倾销 化工产品 对策 1 化工产品出口遭遇反倾销的成因及对策研究 Abstract By accessing 21st century, the economic situation of U.S 、EURO and Japan isn’t in a good condition, which result in much more fierce competition in the world market. The number of chemical-industrial cases, which involved a considerable sum, is one third of total, which lead to a great effect to our export fair. Objectively, there are various outer and inner factors that caused our chemical-industrial manufacturer be charged with dumping. Our government and guild to prevent or cope with the charge should carry out any measure aiming at those factors.
