摘 要 科学技术飞速发展的国际环境下，为适应国家发展的需要，普及各种专业知识并推广各种使用技术，给用工单位以及人事管理部门的工作者制定相应的行业规范，所以普及计算机技术势在必行。在1994年的时候由国家教委批示通过，并由国家考试管理中心组织了全国范围内的计算机等级考试。经过十几年的发展，全国计算机等级考试（NCRE）在考试工作的组织实施中暴露出的问题越来越应当引起重视，在考试管理机构和参加考试人员之间形成的中间组织已经严重影响考试工作的进行，破坏考试秩序，违反了考试公平、公正的原则。作者通过考试数据分析、参与观察和无结构访谈的形式搜集了哈尔滨市近几年全国计算机等级考试在考试管理工作中的实证资料后发现，由于利益的驱动，在考试管理机构和参加考试人员之间形成了中间组织，这种组织的存在影响了考试管理工作原有的模式，产生了不良的影响，破坏了考风考纪，并由此造成了很坏的社会影响。因此在新形势下，对中间组织进行登记、规范、管理或是采取行政手段加以约束是维护全国计算机等级考试公平、公正施考的重要问题。 关键词：NCRE；中间组织；对策 Problems and Measure for Managing Intermediate Organizations in Harbin NCRE Abstract With the rapid development of science and technology， in order to meet the needs of national development， promote the popularity of a variety of expertise and the application of technology to promote the recruitment and assessment of staff of the employing department to provide objective， uniform standard， the popularity of computer technology highlights important significance. Approved by the State Board of Education， NCRE was organized in 1994 by the testing center for the community. After ten years of development， the National Computer Rank Examination’s problems have exposed in the organization and implementation which should be increasingly paid attention to. The intermediate formed between examination administration and examination staff organization has seriously affected the conduct of the examinations undermine the exam order， in violation of the exams fair and impartial manner. Through the analysis of examination data， in the form of participant observation and unstructured interviews collected in Harbin， we found in the empirical data NCRE exam management in recent years， due to the interests of drivers， examination administration and examination staff between the formation of the intermediate organizations， the existence of such organizations affect the original exam management mode， adverse impact destroyed the rules， and result in bad social impact. Managing intermediate organizations in a new form of regist
