摘　 要 当今世界，区域经济合作进行得如火如荼，随着区域经济合作组织的不断发展，区域经济合作内部的各个成员国逐渐成长壮大、爱益匪浅。而随之，区域经济合作进入了新的发展阶段，特别是欧盟、北美自由贸易区的成功所推动。东北亚区域经济合作在20年前已提上议程，并将在21世纪获得重大发展。 在东北亚区域经济合作中, 中国具有重要的地位, 并将发挥着重要的作用, 而中国东北地区无疑又是中国参与东北亚区域经济合作的前沿, 起着举足轻重的作用。因此, 在振兴老工业基地的过程中, 东北地区应该抓住机遇, 认清面临的挑战，率先参与东北亚区域经济合作, 实现生产要素的跨国流动, 利用国际资源和市场, 建立开放型的东北经济体系, 并在国际经济合作与竞争中提升东北地区的综合竞争力, 振兴东北经济。 【关键词】东北地区　东北亚 区域经济合作　生产要素 跨国流动 Abstract Nowadays, the region economy cooperation carries on wonderfully like the fire spreading; each member nation also has benefit vulgarly from the developing region economic cooperation organization. But along with it, the region economic cooperation entered a new development phase, especially European Union, the North America free trade area’s success impels. The Northeast Asia region economic cooperation also proposes the agenda. In fact, it has been discussed before twenty years, and now, it is a wish for the Northeast Asian people. In the regional economic cooperation of the Northeastern Asia, China has an important position and will pay an important role. The northeastern area in China is beyond doubt the frontline for China to take part in the economic cooperation in the northeastern Asia and play a major role. Therefore, in the process of vitalizing the old industrial base, the northeast must seize the opportunities and realize the challenges; take lead in joining the northeast Asian regional economy cooperation, then realize the transnational flow of production factors, make full use of international marital and markets, and build up the open system of northeastern economy.
