摘 要 政府信息资源的共享是充分开发和利用政府信息资源的有效途径,是政府信息化的核心战略和必然选择。然而,政府信息资源共享建设是一项复杂的系统工程。在我国,由于部门利益。信息共享成本等原因导致政府信息资源共享建设过程出现了诸如信息孤岛、信息资源共享过程中的搭便车现象、囚徒困境等问题。要解决这些问题有赖建立良好的政府信息资源共享机制。 本文基于博弈论的视角对政府信息资源共享机制进行探讨。首先,对博弈论做了简单介绍，并阐述了博弈论与政府信息资源共享之间的关系;其次,指出了政府信息资源共享过程中存在的信息孤岛、搭便车等问题，并基于博弈论分析资源共享过程中存在的问题;再次,提出相关建议:通过完善信息沟通机制、完善利益补偿机制、完善激励约束机制保障政府信息资源共享的顺利进行。 【关键词】博弈论 囚徒困境 政府信息资源 共享机制 Abstract The share on government information resource is a effective method to make full use of government information resource. It is also the key strategy and inevitable choice to realize the full use. However, the suggestion of share on government information resource is a complicated system. In China, many problems appear during the construction of share on government information resources, such as information isolated island, rides the available vehicle, convict difficult position and so on. These problems are mainly due to department benefit and cost of share on information. It is necessary to establish good mechanism in order to solve these problems. The article analyses the mechanism of share on government information resources based on game theory. First, the article makes a simple introduction of game theory and the relationship between game theory and share on government information resources. Then, it provides the problems existing in process of sharing on government information such as information isolated island, rides the available vehicle and so on. Meanwhile, it analyzes the problems based on game theory.
