摘 要 科学技术是第一生产力，金融是现代经济的核心，科技与金融的有效结合将 能较好地使科技成果转化为现实生产力。现代经济环境下，宏观经济稳定快速运 行的保证是科技金融的互动。从历史经验来看，金融支持的完善程度决定着科技 创新能力、科学技术的发展速度。本文以近年江西科技型中小企业融资难为切入 点，引出科技金融对促进我省科技型中小企业发展的重要性。首先描述我省科技 金融发展的现状，然后深入分析当前我省科技金融发展存在的问题，通过借鉴国 内外科技金融发展的成功经验，针对江西省的情况提出相应的对策。本文采用了 理论分析法，从科技金融发展中科技型中小企业、政府、金融机构三个角度探究 当前我省科技金融发展所存在的问题，并在此基础上提出了相应的政策建议。 本文 分四个部分 第一部分从我省科技型企业获得融资的四个渠道资本市场融资、银行信贷融 资、科技保险、风险投资四个方面，来分别阐述江西省科技金融发展的现状。 第二部分从科技金融发展中科技型中小企业、政府、金融机构三个角度探究 当前我省科技金融发展所存在的问题。 第三部分详细描述了国外美国和日德，国内北京和广东在发展科技金融方面 做得比较成功的经验，并引发我们的启示。 第四部分在问题分析的基础上针对性地提出相应的对策建议，从而进一步推 动我省科技金融的发展。 关键词：科技金融 融资 金融机构 对策 1 Abstract Science and technology are the primary productive forces, while finance is the core of modern economy. The synthesis of finance and technology will greatly improve productive efficiency of science and technology. In todays economic environment, the interaction of sci-tech finance is the foundation and prerequisite to ensure macroeconomic rapid and stable operation. Historical experience shows, the perfect strong financial supports to achieve the rapid development of science and technology, to promote scientific and technological innovation capacity to increase substantially. Based on the financing difficult of small and medium-sized enterprises about science and technology in Jiangxi in recent years, this article puts forward the importance of sci-tech finance derivation to promote small and medium-sized enterprises about science and technology in our province. By describing the current situation of sci-tech finance development in our province, then analyzing the current problems in depth, this paper proposes the corresponding countermeasures for the situation by drawing on the successful experience of the domestic and for
