要 文化产业在世界范围内属于新兴产业，也是二十一世纪的 朝阳产业”，本论文 正是在这一基本判断的基础上，对中国文化产业的发展进行了全面的梳理。在 文中，笔者对文化产业的定义、论证角度、文化产业涵盖的产业群等尚无定论的 问题进行了探讨，在综合分析了大量研究者成果的基础上，提出了自 的见解， 同时，笔者采用价值链分析法，分析了文化产业的价值系统，在纵向的图景上展 开了文化产业。在前一部分得出的结 的基础上，笔者进-一步归纳总结了中国文 化产业发展的现状，以及中国文化产业的现有政策、管理体制等，同时也谈及了 文化产业发展中存在的问题。文化产业在世界上的许多国家都得到了长足的发展， 笔者按照文化管理体制的自由主义取向和规制取向，以及传统和新兴文化产业强 国两个标准选取了四个有代表性的国家，从政策角度对其扶植文化产业发展的特 点进行了分析，以吸取其中的有益经验。根据前文的分析和借鉴，在最后一部分， 笔者提出了中国文化产业发展的对策，提出了文化产业发展的战略目标和政策建 议等具体对策。 关键词：文化产业 现状 对策 1 Abstract Culture Industry(CI for short)is a newly—developing industry even in the whole world，and is also a sunrise”industry. Based on this basic judgment, I try to take a full—scale view over the development 0f CI in China. In this paper discussed CI of China in many angles. 1ike the definition of CI，the angle to discuss CI，the scale of CI， these problems arc mostly have no universal answers ．I advanced my own opinion on these problems based on the generalization and analysis of many researchers. At the same time, I analyzed the value system” of CI by using the method of value chain”so that I can expend CI in the vertical direction. Based on the conclusion that drew from the former part, I generalized the present situation, the policy, the administration system of China ’s CI and the problems in China ’s CI. CI have been fully developed in many countries, I chose four model countries according to the characters of administration system in the traditional and newly-developed country which ale strong in CI. I analyzed these countries from the angle of policy to assimilate their helpful experience ．In the last part, I advanced the detailed policy to promote the development of China ’s CI ． Key Words：Culture Industry Act
