要 农村问题一直是社会各界关注的热点话题，农村的发展和稳定关系着整个 国家的稳定。随着乡镇机构改革、农村义务教育和县乡财政管理体制为主要内 容的配套改革在全国的推行，目前的农村在治理方面出现了众多问题，不利于 农村的稳定和发展。 文试图从治理的角度入手，通过理 联系实际的方法，对农村的经济发 展、公共服务、社会管理和基层民主这四个方面进行分析，考察农村治理中存 在的问题，借鉴成功的实践经验，从而探索完善农村治理的对策。这对于保证 广大农民的利益，维持农村的稳定和发展都具有非常重要的理 意义和现实意 义。 文按照提出问题、分析问题、解决问题的逻辑思路开展，共分为五个部 分： 第一部分为绪论。介绍 文的研究背景和意义，简要综述国内外农村治理 的研究动态，并列明 文的研究方法和结构安排。 第二部分为农村治理的理 基础与现行江西农村治理的背景，旨在为全文 提供理 基础。 第三部分为江西农村治理的现状 问题。从治理的角度对农村经济发展、 公共服务、社会管理 基层民主四个方面进行研究，总结现阶段江西农村治理 的概况和存在的问题。 第四部分为新形势下农村治理的对策。在前文对农村治理问题综合分析的 基础上，从江西的实际情况出发，提出完善农村治理的对策。 第五部分为结论。总结 文的主要观点和今后仍需努力的方向。 【关键词】 治理 农村治理 对策 1 Abstract Rural issues is been the hot topics all the time, rural development and stability concerns the entire countrys stability. With the reform of rural institutions, rural compulsory education, and county and township fiscal management system as the main content of eight supporting implementation of reforms in the country, more and more issues have arisen in rural governance which are not good for the stability and development of rural areas This paper starting from a view of governance and relating theories to practical, analyses the behavior of main governor of rural economic development, public services, social management and grass-roots democracy, and then gives some countermeasures to consult the issues of rural governance with analyzing governance issues in rural areas and learning from successful practice experience. This is very important to ensure interest of farmers, maintain the stability and development in rural areas both in theoretical and practical level This article is conducted by the logic of proposing problems, analyzing problems, and solving problems.
