中文摘要 随着经济社会发展，非政府组织在参与城市社区治理中，已经逐渐承担起大 部分原来由政府部门提供的社区服务，这不仅有效地提升了社区的治理水平同时 使社区内居民的生活水平得到极大地改善。本文是以广州市逢源街社区为研究对 象，通过了解社区内非政府组织参与社区治理的基本情况，分析社区非政府组织 在社区治理中的作用，以及存在的问题，提出对策建议，以期探索出非政府组织 在参与社区治理中的有效方式。本文主要分为五个部分，第一部分是引言，主要 阐述了选题的研究背景与文献梳理，论文研究思路，采取的研究方法和论文的基 本框架；第二部分是论述有关非政府组织参与社区治理的理论依据和国内外的实 践成果；第三部分是非政府组织参与广州社区治理的现状，是本文研究的基本点， 通过对广州荔湾区逢源街社区的实地调研，了解分析该社区非政府组织参与治理 现状与方式；第四部分是对广州社区非政府组织参与社区治理模式的探讨，以期 使社区非政府组织在参与社会治理时有一个最优模式；第五部分是对全文的总 结。 关键词：非政府组织、治理、社区服务 I ABSTRACT With the economic and social development, the NGO participated in urban community governance, has gradually shouldered a great part of community services provided by government departments, which not only effectively promoted the level of community governance and greatly improved the living standard of community residents. This paper selected Guangzhou Feng Yuan Street community of Li wan District as the object. Based on a basic understanding of the NGO’s participation in community governance, this paper analyzes the role it plays in community governance and its problems occurred and finally puts forward some suggestions on how to deal with these issues in order to explore an effective way of its participation in community governance. This paper is divided into five parts. The first part is the introduction, mainly on the background and literature review, research ideas, the basic framework and methodology. The second part is about the theoretical basis of the model of the non-governmental participation in community governance and practical achievement. The third part elaborates on the non- governmental organization participation in the Guangzhou community governance, which is the basic point of this study.
