论 文 摘 要 论 文 摘 要 论论 文文 摘摘 要要 随着生活水平的提高，医疗条件的改善，我国人民的预期寿命普遍延长了， 我国老年人口不断增加，于是，老龄问题日益突出，社会养老负担日益加重，被 称为“银色浪潮”的老龄化趋势日益严峻。面对这样的状况与挑战，我国各地政 府积极作为、努力探索，一种公共服务供给的新方式——政府购买居家养老服务 就应运而生了。 本文在界定了政府购买居家养老服务的相关概念与其理论基础之后，从政府 执政理念的转变、民间组织的发展、社区功能的健全、家庭结构的变化四个方面 分析了政府购买居家养老服务得以实现的条件，随后，提出了政府购买服务的三 种模式及其特点，并以上海普陀区政府与宁波海曙区政府购买居家养老服务为个 案，从公共服务购买者、公共服务生产者、公共服务消费者、购买的选择程序、 购买的具体内容、购买的资金来源、购买的评估机制等七个方面对居家养老这一 领域的形式性购买和委托性购买两种模式进行了分析，在肯定其所取得的成效 时，也指出了这两种模式中尚待改进的地方。 而契约化购买模式是政府购买居家养老服务中的理想化模式，在我国的实践 中尚未存在。所以，本文最后从程序公平、权责一致、自由合意、财力保障等四 个角度提出了实现政府契约化购买居家养老服务模式的策略选择，使政府与民间 组织能够达到契约化合作的程度，从而来提高政府的工作效率与公共服务的供给 能力，并为民间组织的发展提供广阔的空间，不断地满足公众的基本需求。 关键词： 关键词： 关关键键词词：：政府；购买；模式；居家养老服务 ABSTRACT ABSTRACT AABBSSTTRRAACCTT With the improvement of living standards and medical conditions, people’s life expectancy prolonged in our country, the amount of the aging people continually grows, so, the aging problem becomes increasing prominence, the burden of social pension becomes increasing heavy, and the aging trend called “Silver Wave” becomes more and more serious.
