Abstract This study is undertaken to explore the competence structure of the college physical education teachers in China, construct the competence model, set up the competence evaluation scale and then study the current competence status of general colleges and universities; on this basis , suggestions on college P.E. teacher training and the competence improving could be given. Based on literature analysis and by employing interview method, questionnaire, 360-degree feedback evaluation and other methods of psychometrics kind, the author has conducted a series of empirical study on competence structure and evaluation issues of the college P.E. teacher from general colleges and universities, the main results are as follows: Firstly, The competence model of college P.E. teacher manifests as knowledge, capability, and affection. The constructed competence model consists of knowledge reservation and learning, professional skills improving, professional teaching skills ,guiding training , organizing and managing skills, innovative research ability , communication and cooperation , mental quality. This model theoretically summarizes the competence of the P.E teacher from general colleges and universities Secondly, The Evaluation Scale of P.E Teachers from General Colleges and Universities gained good reliability and validity. There are 60 questions in the scale, and it could be divided into 8 sub-scales, each of them consists of different amount of questions. The higher score the teacher gets, the higher level of his /her competence is. The surveying results of this scale shows that the Cronbach α of each sub-scale is between 642-.860, the test-retest reliability is between .5
