国内外电力与其他相关能源价格数据库的建立与开发研究 摘 要：电价是影响公司发展能力和经营效益的关键因素。及时了解和跟踪国内外电力价格 与其他能源价格情况，不仅可以为政府制定合理电价提供依据，也可以为公司争取电价政策 打下基础。但目前我国对国内外电力和其他相关能源价格的跟踪研究及其数据库开发还较为 欠缺。本课题主要研究电力和其他相关能源价格体系、采集渠道和分析方法，为能源价格数 据库开发奠定基础，并建立能源价格数据库，具体包括： （1 ）确定了纳入价格跟踪分析的能源种类、跟踪的国家，以及能源价格分析指标等， 构建了能源价格分析体系； （2 ）广泛研究了能源价格数据的采集方法，在此基础上确定了各种能源价格数据资料 的采集渠道； （3 ）对数据的可比性进行研究，提出了处理方法；从价格变化情况、变化原因﹑价格 变化影响﹑价格趋势等角度研究了国内外能源价格分析方法，并提出适合我国的能源价格分 析的方法； （4 ）基于电力与相关能源价格的理论分析，对电力和其他相关能源价格数据库进行了 初步的设计与开发，建立了规范管理的信息数据平台。 关键词：电价；能源价格；数据库 课题负责人：李成仁 课题组成员：段燕群 李红军 赵茜 尤培培 高效 李艳 赵春晖 Research on Establishment and Development of Database of Power and Other Kinds of Relevant Energy Price at Home and Abroad Abstract：Electricity tariff is the key factor affecting the developing capacity and operating efficiency of the Grid. Catching and tracking the latest information of electricity and other energy prices home and abroad, can not only provide a basis for the Government on constituting reasonable tariff, but also lay a foundation for the Grid on striving for price policy. However, research or database development is fairly shortcoming on prices of electricity and other related energy home and abroad. The report is mainly focused on the study of analysis system, acquisition channels and analysis methods of electricity and other related energy prices, which lays a foundation for the development of energy prices database. Thus the database is set up in the report. The main contents are as follows. (1) The energy types, countries and analysis indicators are identified, and then the analysis system on energy prices is built. (2) The collection methods of energy prices are extensively studied, on the basis the acquisition channels are determined according to the type of energy.
