Abstract: Before the present progr am to dev elop the w est, t he P RC had two other larg e2 scale efforts to devel2
op w ester n China. T he first involved placing 156 construction projects in the w est; the second involved the
- T hird Front. proj ect of the T hir d Fiv e2Y ear Plan. Now the Partycs central leadership has again put forward
a policy to develop the west. T he first two efforts were undertaken under a state plan, w ith concentr atio n of
limited resour ces to develop mo dern industry in the west. Alt hough these two efforts massively transformed
t he backw ar d state of the west and effectiv ely reduced the development gap between eastern and w estern Chi2
na, they were under a state plan that would be ill2 adjusted to t he needs of the market economy. T he third
